Captive Jetties
Maharashtra, being the most industrialised
State, has taken lead and promoted many large industries supported by
captive jetties for their exclusive use. Captive jetties at places like
Dharamtar, Revdanda, Ratnagiri and Ulwa-Belapur are some of the examples
of the support provided by the Government to the industry. There are
many such areas available along the coast inside the creeks and on river
banks in the State, where industry as well as captive jetty can be established.
The main terms and conditions on which permission to construct captive
jetty is given, below :-
- The land and site for jetty will be leased out for a period of 30
years.
- The entire construction of the captive jetty, etc. and construction
on the jetty site will be on the principle of build, operate and transfer
(BOT) basis.
- The construction, repair, maintenance, management of the jetty,
etc. will be the sole responsibility of the holder of the captive
jetty.
- The State Government will not recover any berthing dues from the
vessels calling at the jetty. However, port dues and landing/shipping
dues are to be paid to the Maharashtra Maritime Board as per the prescribed
rates. At the end of 30 years (as per the principles of BOT) the jetty
and super structure, etc. on the jetty, will revert to the Maharashtra
Maritime Board.
Ship Construction
and Repair Yard
It is a well known fact that the
coast of Maharashtra has been a ship building center for many centuries.
The expertise and the manpower available in the local area makes this
business more attractive. In addition, Mumbai being the hub of off shore
activity, a large no. of jack up rigs, oil platforms, off shore supply
vessels, tugs, barges, etc. which has been operating for over 20 to
25 years are due for major repairs and maintenance. This provides an
excellent opportunity to ship repair activity for meeting the requirement
of the off shore industry. Small/medium scale ship construction is yet
another area which has not been exploited. Various sites have been earmarked
for this purpose which has potential for establishing this industry.
Relevant Hydrographic data available with the Maharashtra Maritime Board
will be provided for evaluation of the site and planning for development.
Ship
Breaking Activity
Trained manpower, ready available market,
ideally located site, favourable natural conditions are all existing
for developing ship breaking activities. This sector has so far not
been organised well and therefore, has good potential for development.
Maharashtra Maritime Board has identified Rajpuri creek, Vasai creek,
Kalbadevi, etc. exclusively for this activity. In addition, potential
areas chosen by investors, may also be considered by Maharashtra Maritime
Board subject to the environmental safeguard norms.
Establishment
of State Passenger Water Terminal
With a view to decongest
the over stretched infrastructure of road and rail along the coastal
belt of Maharashtra and specially in the island city of Mumbai, the
Government has identified Inland Water Transport, both for passenger
and cargo, as one of the thrust areas. Landing sites at various places
along the Western and Eastern sea front of Mumbai and at various strategic
locations along the coast of Maharashtra has been identified. Government
has also come out with a concession scheme for investors in this field.
State of the art terminal is being planned on a 30,000 square meter
plot at Bandra. Similarly, landing site facilities have been planned
at various locations within the city and along the coastal belt of the
State. Rapid, safe, all weather mass water transport System is poised
for development.
