CENTRAL STORE PURCHASE ORGANISATION (CSPO)

 

The Central Store Purchase Organisation facilitates for organized and smooth purchase of stores by Govt. Department / agencies. CSPO is headed by Development Commissioner (Industries) who is designated as Central Stores Purchasing Officer. The Development Commissioner (Industries) is assisted by the Joint Director of Industries (CSPO) and is supported by the Store Purchase Committee having constitution as under:

1. Deputy Secretary (Industries) Chairman.

2. Deputy Secretary (Finance) Member.

3. Joint Director of Industries (CSPO) Member Secretary.

 


List of CSPO Registration as on December 2008

The following activities are carried out by CSPO:

    1. Rate Contract/Quantity Contract.
    2. CSPO Registration.
    3. Rate Fixation.
    4. Guidance to Govt. Departments as per the purchase procedure

The Govt. purchase programme involves a number of items, which are required to more than one department / agency of the Govt. for implementation of Govt. schemes / programme. These items are distributed amongst the following agencies, who are responsible for either formulating rate contracts for these items or for smooth supply of these items to the purchaser departments / agencies of the Govt.

    1. Maharashtra Small Scale Industries Development Corporation: The Items Reserved for Purchase through MSSIDC include furniture items, polythene bags, RCC and PVC pipes, Gipsy huts, etc. MSSIDC formulates rate contracts for these items.
    2. Home Department – supplies by Jails:Certain Items are Exclusively Reserved for Purchase from Jails unless the Deputy Inspector General of Jails, Pune communicates inability, in writing, for supply of these items.
    3. The Director General of Printing & Stationary:The Stationary Items are reserved for purchase from DGPS. DGPS is authorized to make rate contracts for these items.
    4. The Central Stores Purchase Organization (CSPO):There are 32 Items Reserved for CSPO for supply under Govt. purchase programme. 23 items are reserved for Quantity Contract and 9 items for Rate Contract to be formulated by CSPO.
    5. A large number of Items are Reserved for Purchase from the Undertakings of Govt. of Maharashtra engaged in manufacture of these items.

The operational guidelines for CSPO are laid down in the Government Resolution dated 2nd January, 1992
